The kuluna phenomenon has gained momentum this last time in Kimbanseke, this vast municipality of the district of Tshangu in the eastern part of the capital. In Kinshasa, in fact, “kuluna” refers to bands of youths who provide weapons: machetes, shards of bottles, knives, etc., to attack peaceful passers-by, strip them, and even their take away life.
Indeed, a group of unidentified youths took to target a father who would respond on behalf of Motuta. It is our duty that this incident took place on Sunday, 07 April current, around 10 pm. The victim was returning from work and headed for his home, not far from the communal house of Kimbanseke. The misfortune was heavily beaten by these anti-social, until being seriously wounded in the head and stripped of everything he had on him. His family reported that he is in would be fired with a severe shock at the level of the spine.
The mission completed, the bandits wanted to escape. And as if by chance, a police jeep night and surprised them in their escape, while the sprawling victim ashore, pushing shouts. It was then that the police have hunted down to stop them. They were sent immediately to the Commissioner of Police of Kingasani, located in the pregnant of the same municipality the municipality. The victim was sent to King Baudouin hospital in the town of Masina, for care.
Questioned about the phenomenon <>in the commune of kimbaseke, the bourgoumestre of the municipality, Mr Edward Gatombo, and major David Ballard, the no 1 of the commissariat of kingasani, have attributed the causes of said phenomenon to the irresponsibility of parents facing their duty towards their children leading to juvenile delinquency.

The inhabitants of this commune lament night and day for this situation which is what activities stop so soon due to the insecurity which is lived in this corner of the capital.
In addition it lack of electricity which is one of factors favouring the kuluna to Kimbaseke.these criminal phenomenon take advantage of darkness for their deadly operations.
This situation enchants not all a good number of the inhabitants of the municipality, as explained by Mr Fredy Luvi, one of capital authorities do not all their work appropriately. when the kuluna are stopped, as soon as two or three days after we see them again circulate on our Street, by what miracle they released? we know not. He is not rigor. How are you that this phenomenon will expire if the practitioners are not severely punished?
Given that among these kuluna it isn’t there as illiterate, there are also intellectuals, the first thing that the Congolese State should do would be to create jobs for these young people. Because if everything everyone work, nobody will have time to go commit any blunders to find his bread.
In addition the State should create trade schools to retrieve children who have not had a chance to study and make them useful to society. Second, understand the competent authorities the concern of the Congolese population ensuring total security thereof.
When the kuluna are arrested and brought to justice, the latter very well should do his work by severely punishing them .the prison told is detention centre where it does not come out as it is entered. The kuluna must be sanctioned properly so that they do more return to their comises. errors they are not punished, they will always return to the same nonsense that harm to the population.
